Proposals suck. DAOs in their present interations have failed. They are stuck in a local minimum, on the fence between a global, infinitely creative medium and paper era processes. They have become skeuomorphic, reproducing representative democracy patterns: laws/proposals, representatives/delegates, votes on pre-selected texts by pre-configured majorities etc. etc.

None of that is neccessary nor proper to the internet.
On the internet, we can just do things.
On the internet we can form global organizations for whatever end and duration, with whatever means. With the arbitrary value of any random tribe or common concern as social capital.
