Amplifying voices, shaping policy—public participation made simple, insightful, and impactful.
Why are you participating for Based Africa?
My motivation for participating in the Based Africa hackathon comes from a deep connection to my roots as an African born and raised in Kenya. I believe Africa is a continent brimming with potential, yet it faces unique challenges that require innovative solutions tailored to its context. Being a part of this hackathon gives me the opportunity to contribute to solutions that directly address these challenges, and that impact the everyday lives of people in the region.
I am passionate about technology and its power to transform societies. Participating in Based Africa allows me to harness this passion and work toward meaningful change. I see this hackathon as a platform to collaborate with like-minded individuals who share the same goal of building a better future for Africa. It is an opportunity not only to showcase skills but to learn, grow, and contribute to a broader movement of African innovation.
The fact that this hackathon focuses on Africa-specific problems speaks to my desire to help create solutions that resonate with the continent’s diverse needs. As someone who understands the local context, the cultural dynamics, and the aspirations of the people, I feel well-positioned to develop solutions that can drive lasting impact.
I am inspired by the possibility of being part of Africa’s growth story, where technology-driven solutions improve governance, accessibility, and overall quality of life. Through this hackathon, I hope to leave a meaningful footprint by contributing to a future where Africa rises through innovation, led by Africans for Africans.
What challenges are you focusing on?
The primary challenge I am focusing on with the help of the Based Africa hackathon is the lack of effective public participation in governance and policy-making in Kenya and many parts of Africa. While democratic processes are in place, the actual involvement of citizens in shaping decisions that affect their daily lives is often minimal. There are limited avenues for the public to express their views on critical issues like legislation, policy changes, and national decisions. For example, in June and July this year, Kenya experienced countrywide demonstrations over the Finance Bill 2024 which the Members of Parliament passed against their wish.
One key issue is that public forums and participatory processes, where they exist, are either inaccessible, poorly organized, or inadequately communicated. Many citizens do not get a chance to engage with ongoing discussions or understand the full implications of laws and policies. The voices of ordinary people, particularly those in marginalized communities, are often overlooked, leaving governance disconnected from the needs and aspirations of the population.
Another challenge is the lack of transparency in how public input is gathered and used. People may express their views, but there is little accountability on how this feedback influences final decisions. This gap between citizen engagement and actual impact on policy weakens trust in governance systems.
Furthermore, citizens face difficulties in understanding complex legislative language and processes, making it hard for them to engage meaningfully in debates around key issues. This limits public awareness and hinders active participation.
How does your submission address this challenge?
My project, Shirikisha, is designed to tackle the challenge of public participation in governance by providing a user-friendly platform that amplifies citizen voices and facilitates meaningful engagement with policy-making processes.
Key Features of Shirikisha:
Anonymous Feedback Mechanism: Shirikisha allows users to share their opinions on current issues and legislative proposals without needing to create accounts. This anonymity encourages honest feedback, particularly from individuals who might hesitate to voice their opinions publicly.
Simplified Issue Presentation: The platform presents complex issues in a digestible format, summarizing key points, implications, and background information. This ensures that users can easily understand the matters at hand and form informed opinions.
Data Collection and Analysis: Shirikisha collects and analyzes public feedback on various issues, enabling the aggregation of sentiments and insights. This data can be shared with policymakers, providing them with a clear picture of public opinion and potential areas of concern.
User-Friendly Interface: The platform features an intuitive interface that guides users through the process of providing feedback. This design minimizes barriers to participation, ensuring that even those with limited digital literacy can engage.
Potential Impact:
Shirikisha aims to empower citizens by making public participation more accessible and impactful. By facilitating an open dialogue between the government and the populace, the platform has the potential to enhance transparency in governance, improve the quality of decision-making, and rebuild trust in public institutions.
Furthermore, by amplifying diverse voices, Shirikisha helps ensure that marginalized communities are heard, contributing to more inclusive policies that reflect the needs of the entire population. In the long run, this could lead to more responsive governance and a stronger democratic process in Kenya and beyond.
Challenges I ran into
During the development of the Shirikisha platform, I encountered several challenges, both technical and non-technical, which I addressed through problem-solving and adaptation.
Technical Challenges:
Data Privacy and Anonymity: Ensuring user anonymity while still being able to collect useful data was a significant hurdle. I needed to strike a balance between collecting feedback and maintaining user confidentiality. To overcome this, I implemented a browser fingerprinting approach to assign unique session IDs to users without collecting personally identifiable information (PII). This allows for tracking submissions while keeping identities anonymous.
Integrating Data Analysis Tools: I aimed to incorporate data analysis tools to process and visualize public sentiment effectively. However, integrating these tools with the existing framework proved challenging. To resolve this, I spent time researching various libraries and chose ones that were compatible with my tech stack, ensuring seamless integration for data visualization and sentiment analysis.
Non-Technical Challenges:
Understanding Legislative Complexity: Translating complex legislative language into simple, accessible terms was daunting. I collaborated with individuals knowledgeable in public policy to create clear summaries of issues, ensuring users could engage meaningfully without feeling overwhelmed by jargon.
Time Management: Balancing the development of Shirikisha with other commitments was challenging. I created a detailed project timeline with milestones to stay organized and focused
