Description of your solution

The project, titled Civic Lens, addresses the prevalent inefficiencies in municipal civic issue reporting and resolution systems across urban India. Current systems are plagued by slow complaint processing, lack of transparency, duplication, and limited citizen engagement, making cities less responsive to citizen needs. Civic Lens aims to modernize this process with a centralized digital platform that empowers citizens to report civic issues such as garbage overflow, streetlight outages, potholes, and other municipal challenges directly from their smartphones. The solution includes the following key elements:

Mobile Application for Citizens: Citizens use a user-friendly app to capture images of civic issues, which can include road obstacles, trash bins, potholes, and non-functional streetlights. The app auto-captures GPS locations and supports both text and voice notes, reducing the burden on users. Once submitted, reports are categorized and geotagged.

Automated Workflow and Intelligent Routing: Upon receiving reports, the backend system employs intelligent algorithms and geospatial data to auto-route tasks to the appropriate municipal ward or department. An AI-based image analysis system (using YOLOv8 and Vision-Language Models) automatically filters irrelevant or duplicate complaints, validating issues to reduce spam and false submissions.

Real-Time Dashboard for Authorities: Municipal departments access a comprehensive dashboard displaying live complaint data mapped geographically. A heat map visualizes complaint clusters, enabling rapid prioritization of hotspots. Tasks are assigned and monitored with automated escalation for overdue issues, in line with pre-set Service Level Agreements (SLAs).

Complaint Lifecycle Management: Each complaint is tracked through distinct stages: submission, verification, assignment, progress, and resolution. Backend Intelligence and Scalability: The system utilizes Flutter for the frontend (mobile and admin dashboards), FastAPI to connect mobile/ML backends, Firebase for authentication, and Cloudinary for image management. The infrastructure is modular and cloud-scalable to handle high traffic and integration with legacy government IT systems.

Data Insights for Urban Planning: Aggregated complaint data provides deep insights into recurring civic problems. City administrators leverage dashboards for data-driven decision-making—identifying patterns, allocating resources more efficiently, and planning smarter infrastructure investments.

Security, Data Integrity, and Adoption: The project addresses potential risks like spam, false reports, and privacy with AI validation, encryption, and compliance with data protection laws. Citizen adoption is encouraged through familiarity with smartphones, transparent tracking, gamification, and regular feedback.

Together, Civic Lens aims to transform urban governance by driving faster, transparent, and citizen-centric resolution of civic issues, fostering accountability, trust, and data-driven city management.
