Simple CCIP integration to PoolTogether

The problem Project: Cross Chain PoolTogether solves

This is a proof of concept of using CCIP to integrate Avalanche Fuji into the Pool Together Protocol on Base Sepolia. But the transactions didn't go through.

Challenges we ran into

First was severely underestimating how long it would take to figure where it was safe to touch PoolTogether's code (we didn't touch it in the end, we just deployed the contracts). Then came learning to use CCIP. But what did me in personally at the 11th hour was running into approval issues to deposit the tokens in the PrizeVault contract on Base sepolia. So our transactions didn't work.
